This research project was developing in the Dirección General de Servicio Civil, with the main objective to offer a methodological guide for strategic projects.
The research methodology applied was the descriptive techniques with different questionnaires, checklists and document that were used.
There were interviews with the personnel involved in strategic projects, those who for their role in the organization actively are involved in strategic projects such as the Director of Strategic Development Area, Directors of Functional Areas, Coordinator of the Unit of Research and Development, and professionals assigned to those activities.
As part of the findings of the current situation, it is determined that the institution lacks a culture in project management, since they do not have processes, tools, templates, instructional procedures, and even untracked and structured for this purpose control.
A measurement is performed on the level of maturity in DGSC, using the Project Management Maturity Model (PMMM) of Harold Kerzner , which determines that the institution has a level of immaturity in the field of project management.
The development of methodological guide is based on the standard INTE/ISO 21500:2013, It is the one that best fits the needs diagnosed and in the identified gap.
Based on the above reference framework, integration between groups of materials is carried out, relating to those processes required in the phases of the life cycle of projects; also common processes were generated, as well as monitoring and control of each of the phases.
Finally, a strategy for the implementation of the methodological guide is included, which is a change management plan, training plan and pilot plan.
