Municipalidad de San Rafael de Heredia : propuesta arquitectónica de un nuevo edificio

Abstract

Esta investigación gira un torno a una propuesta arquitectónica de un nuevo edificio para la Municipalidad de San Rafael de Heredia, esto como respuesta a una sugerencia del mismo alcalde, y considerando las necesidades expresada por los demás funcionarios del gobierno local, las cuales fueron estudiadas por la autora. Esta investigación nace en el año 2017 y se desarrolla en el transcurso de varios años, siendo que el cambio de paradigma ocurrido en el 2020, obliga al cumplimiento de requerimientos específicos en el diseño. La problemática principal observada en el transcurso de la investigación tiene su base en la falta de visión a largo plazo a la hora de realizar intervenciones en el edificio municipal. Las consecuencias de esto se ven reflejadas en un edificio desordenado, ineficiente, hacinado e inseguro; en el cual no existe la suficiente cantidad de área para contener todas las oficinas municipales, y por ende muchas de estas se ubican en otros edificios del cantón. La propuesta arquitectónica resultante consiste entonces en la construcción de un edificio nuevo de cuatro niveles, para lo cual se propone la compra del lote vecino en el lado este, y la conservación del edificio original de la Municipalidad.

This investigation revolves around an architectural proposal for a new building for the local government of the town of San Rafael de Heredia, developed in response to a suggestion made by the townʼs Mayor himself, and considering the needs expressed by other local government officials, which were studied by the author. The investigation first started in 2017, and was developed over several years, being that the change in paradigm that occurred in 2020, required the fulfillment of very specific design guidelines. The main problema observed throughout the course of the investigation is based on the lack of long-term visión when carrying out interventions in the municipal building. The consequences of this are reflected in a disorderly, inefficient, overcrowded and unsafe building; in which there is not enough area to contain all the municipal offices, and therefore many of these are located in other buildings around the town. The resulting architectural proposal consists of the construction of a four level new building, for which the purchase of the neighboring property on the east side is proposed, and the conservation of the original building of the Municipality.
