Centro de Interpretación del patrimonio e infraestructura turística de soporte para el Parque Nacional Isla San Lucas

Abstract

Por años, hubo pocas intervenciones en Isla San Lucas así como un deficiente trabajo interinstitucional lo cual provocó que, durante muchos años, este fuera un sitio en abandono. Sin embargo, este lugar con gran valor cultural, histórico, arqueológico, arquitectónico y natural, es un sitio con un potencial inmenso, que se encuentra en las primeras etapas de reactivación con el objetivo de convertirse en un destino turístico en Puntarenas, que permita el desarrollo y prosperidad de esta región. En el Plan de Uso de Suelo y Desarrollo Turístico de la Unidad de Planeamiento de Puntarenas e Islas del Golfo, San Lucas figura como uno de los principales atractivos, un territorio con grandes virtudes que definitivamente deben ser preservadas para generaciones futuras, pero sin duda alguna lo anterior no es un impedimento para que pueda ser aprovechada para potenciar el desarrollo socioeconómico de la provincia, aunque claro, debe ser un desarrollo sostenible y planificado que permita beneficiar a las comunidades locales, así como a todo el país y allí es donde toma especial relevancia el proyecto planteado. El Parque Nacional Isla San Lucas puede ser reactivado en diversos ámbitos: desde el punto de vista patrimonial a través de la restauración de lo existente, a través de la explotación del capital natural de manera sostenible, así como desde el ámbito arquitectónico con la dotación de infraestructura necesaria para la promoción de nuevos usos y actividades. Esta labor es prioritaria, ya que según el ICT la visitación turística del sitio ha disminuido y el turismo predominante es el nacional, con muy pocas visitas por parte de turistas extranjeros, por lo que la difusión y colocación de la isla como referente nacional, es de vital importancia y una fuente de múltiples beneficios para diversos sectores y actores. Isla San Lucas no pasa desapercibida y lo que una vez fue un sitio donde tuvieron lugar muchas barbaridades, según cuenta la historia, hoy es una fuente increíblemente valiosa para el desarrollo de Costa Rica.

For many years, there were little interventions at the San Lucas Island as well as a lack of interinstitutional work which caused, for several years, this place to remain abandoned. However, this island with high cultural, historical, archaeological, architectural and natural value, is a site with amazing potential, that is right now on the first stages of reactivation with the objective of becoming a tourist destination of Puntarenas, that allows the development and prosperity of this region.

On the Land Use and Tourism Development Plan of the Puntarenas and Gulf Islands Planning Unit (Plan de Uso de Suelo y Desarrollo Turístico de la Unidad de Planeamiento de Puntarenas e Islas del Golfo), San Lucas takes part as one of the main attractions, land with marvelous virtues that should definitely be preserved for future generations, but without a doubt the above is not an impediment to take advantage of the place to enhance the socioeconomic development of the province, of course, this should be a sustainable and planned process that allows the local communities to benefit from it as well as the whole country, that is where the raised project takes special relevance.

The San Lucas National Park can be reactivated in many different aspects: from the patrimonial point if view, through the restoration of the already existing, through the use of the natural capital on a sustainable way, as well as from the architectural ambit with the necessary infrastructural endowment for the promotion of new uses and activities. This work is a priority, according to the ICT (Costa Rican Tourism Institute) the visits of tourists to the site has decreased and the predominant form of tourism is from nationals, with few foreigners visiting, therefore, the dissemination and placement of the island as a national benchmark is of vital importance and a source of multiple benefits for various sectors and actors. San Lucas Island does not go unnoticed and what once was a place where several cruelties were committed, as for history says, today it is an amazing and valuable source for Costa Rica’s development.

Esta tesis cumple con el Objetivo 11 de la Agenda 2030 de Desarrollo Sostenible (ODS): Lograr que las ciudades y los asentamientos humanos sean inclusivos, seguros, resilientes y sostenibles, meta número 4: “Redoblar los esfuerzos para proteger y salvaguardar el patrimonio cultural y natural del mundo”.
