Guía de procedimientos y herramientas para el desarrollo de los requerimientos técnicos, de la fase de preinversión, de las obras nuevas de uso Nacional Marítimo-Portuarias, del Ministerio de Obras Públicas y Transporte de Costa Rica

Abstract

Este proyecto trata del desarrollo de una Guía para la Fase de Preinversión, de los Proyectos de Inversión Pública Marítimo-Portuarios, de la Dirección de Obra Marítimo-Portuaria (DOMP), del Ministerio de Obras Públicas y Transporte (MOPT) de Costa Rica. En esta se establece una serie de procedimientos y herramientas para preparar, evaluar y dar seguimiento a estos proyectos. Dicha guía nace de la necesidad que presenta la DOMP y el MOPT, por contar con herramientas técnicas-metodológicas, que desde la fase de preinversión, fomenten la formulación y la selección de la alternativa de solución de un proyecto, considerada como viable para el Estado. Esta guía se elabora con base en: las entrevistas, los cuestionarios y las recopilaciones bibliográficas de temas de aplicación, práctica y normativos de la Fase de Preinversión. Las cuales provienen de las dependencias del MOPT y de los diversos órganos de los Sistemas Nacionales de Planificación (SNP) y de Inversión Pública (SNIP). Los resultados recopilados demostraron problemáticas tanto a nivel normativo como de aplicación práctica de la preinversión, al evidenciar la necesidad de la DOMP por contar con una metodología que permitiera desarrollar óptimamente los proyectos antes de ejecutarlos. Esta necesidad abrió paso al desarrollo de una herramienta y mecanismos de implementación, que permitieran emitir control sobre las problemáticas, actuando bajo regulaciones normativas y teóricas de la temática.

This project deals with the development of a guide for the pre-investment phase, of the maritime-port public investment projects, of the Maritime-Port Works Directorate (DOMP), of the Ministry of Public Works and Transport (MOPT) of Costa Rica. This establishes a series of procedures and tools to prepare, evaluate and follow up these projects. This guide is born of the need that presents the DPMO and the MOPT, for having technical-methodological tools, that From the pre-investment phase, encourage the formulation and selection of the alternative solution of a project, considered as viable for the state. This guide is based on: interviews, questionnaires and bibliographic compilations of practical and normative application issues of the pre-investment phase. These are from the dependencies of the MOPT and the various bodies of the national Planning (SNP) and public Investment (SNIP) systems. The results collected proved problematic both at the normative level and in the practical application of the pre-investment, as evidenced by the need for the DPKO to have a methodology that would allow optimal development of the projects before Run. This need opened the way to the development of a tool and implementation mechanisms, which would allow to issue control over the problems, acting under normative and theoretical regulations of the thematic.
