Propuesta de programa para la mejora de las condiciones en seguridad humana contra incendios y accesibilidad para las residencias estudiantiles del Campus Tecnológico Local San Carlos

Abstract

El presente estudio se desarrolló en el Campus Tecnológico local San Carlos, ubicado en Santa Clara, en la provincia de Alajuela. La sede regional inició como casa de estudios en el año 1975, con el fin de colaborar con el desarrollo de la zona. La propuesta de proyecto surgió a raíz de una preocupación que presentó la dirección del campus respecto a las necesidades en infraestructura y mejoramiento en temas de seguridad humana y accesibilidad en las Residencias Estudiantiles, en adelante RECTLSC. El objetivo de este estudio es proponer un programa para la mejora de las condiciones en seguridad humana ante incendios y accesibilidad para las Residencias Estudiantiles del Campus Tecnológico Local San Carlos. La investigación es descriptiva y aplicada, debido a que consiste en resolver un problema por medio de una alternativa de solución, se trabajó bajo dos líneas: una cualitativa y otra cuantitativa. La primera debido a las encuestas y entrevistas que se aplicaron a los distintos actores que formaron parte del desarrollo del proyecto, y la segunda, por los indicadores que se obtuvieron de las herramientas utilizadas. Con el análisis se concluye que las RECTLSC tienen muchas deficiencias respecto a la seguridad humana contra incendio; no se cuenta con señalización, iluminación de emergencia, sistema de detección y alarma; y rociadores, creando un lugar inseguro para los ocupantes, en cuanto a la accesibilidad el inmueble no está provisto con los elementos adecuados para generar un acceso al medio físico a todas las personas. Según lo evaluado, se diseñó un programa que cumple con los lineamientos ingenieriles y los procedimientos necesarios para crear un lugar seguro ante incendios y accesible para toda la población estudiantil según la normativa NFPA 101 y Ley 7600.

The present study was developed in the campus of the Instituto Tecnológico de Costa Rica located in Santa Clara, San Carlos of the Alajuela province. The regional branch began as a studying house in the year of 1975, to collaborate with the development of the area. The present began as part of a concern from the campus direction respecting the needs of infrastructure and improvement in topics related to human security an accessibility to the students’ residences, onwards RECTLSC. The objective of this study is to propose a program for the improvement of the conditions about human security facing fire risks and accessibility to the students’ residences of the local campus of the Instituto Tecnológico de Costa Rica located in San Carlos. The investigation is descriptive and applied, because it consists on solving a problem through an alternative solution, the project was worked under two lines one of the qualitative and another one quantitative. The first one due to the surveys and interviews that were applied to the different actors that were part o the development of the project, and the second one, due to the indicators that were obtained from the used tools. After an analysis, it is concluded that the RECTLSC have a lot of deficiencies respecting human security against fire risks; because it does not count with signals, emergency lightning, a system and alarm of detection; and sprinklers, creating an insecure place for the residents. About the accessibility of the building it is not provided with the proper elements to generate an access to the physical infrastructure to all the people. According to the evaluation, a program that fulfills the engineering lineaments and the needed procedures was designed to create a safe place, adequate and proper for all the students’ population.
