Rediseño del instructivo para la apertura de especialidades técnicas en los centros integrados de educación de jóvenes y adultos (CINDEA). Propuesta dirigida hacia el CINDEA de Coronado en el periodo 2021.

Abstract

A partir del año 1993 el Consejo Superior de Educación acuerda el plan modular de estudios para la educación de jóvenes y adultos, mediante este se crean los Centros Integrados de Educación de Jóvenes y Adultos, también conocidos como CINDEA. Dicho plan modular incluye la oferta técnica, la cual permite la formación del estudiante dentro de una especialidad técnica en un periodo de tres años. Sin embargo, pese a que los CINDEA se encuentran autorizados en incluir la oferta técnica dentro de su plan modular de estudio, para el año 2020, del total de 87 instituciones existentes en Costa Rica, únicamente diez ofrecen especialidades técnicas, lo cual demuestra su escaza presencia en la modalidad CINDEA y la obstaculización que esto supone para las poblaciones jóvenes y adultas atendidas desde esta modalidad. Por lo anterior, el presente trabajo final de graduación establece como principal tema-problema un análisis hacia el impacto, los alcances y limites que supone el procedimiento para la incorporación de la oferta técnica en la modalidad CINDEA, según el establecido dentro del “Instructivo para la apertura de especialidades y selección de la opción del plan de estudios en colegios técnicos profesionales y colegios académicos con orientación tecnológica” (MEP, 2003). Este análisis permite develar la información necesaria para fundamentar y confeccionar una propuesta de rediseño de incorporación de oferta técnica dirigida a la gestión administrativa del CINDEA, mediante la cual se permita orientar al director o directora de estas instituciones sobre los procedimientos necesarios para asegurar la incorporación de una especialidad técnica avalada por el Departamento de Educación Técnica y Capacidades Emprendedoras (DETCE) del MEP. El rediseño del instructivo tiene un carácter ejecutivo; por lo que, para la ejemplificación de su implementación, se eligió como contexto de investigación el centro educativo CINDEA de Coronado, perteneciente al circuito 06 de la Dirección Regional de Educación San José Norte. Metodológicamente la investigación es de carácter cualitativo y se desarrolla bajo el modelo de estudio de caso. Para el análisis del instructivo la investigación toma como principales fuentes de información los criterios de los asesores nacionales del Departamento de Educación de Jóvenes y Adultos (DEPJA), del DETCE, de los directores y directoras de CINDEA con oferta técnica y, además, de la comunidad educativa CINDEA de Coronado. Como fuente de información secundaria se estudiaron distintos documentos pertenecientes a dichas instancias. Dentro de los múltiples hallazgos obtenidos a través de las fuentes de información destaca que la falta de iniciativa del director o directora, el poco acompañamiento del DETCE y la poca claridad para la ejecución adecuada de los requerimientos del propio instructivo, constituyen razones por las cuales este instrumento no se logra atender adecuadamente; además, que la carencia de infraestructura idónea y de recursos presupuestarios son las principales causas que provocan el reducido porcentaje de instituciones CINDEA con oferta técnica. De las distintas conclusiones obtenidas destaca que las especialidades técnicas de mayor presencia en los CINDEA con oferta técnica y, por ende, de mayor viabilidad para ser impartida en esta modalidad son, en primer lugar, contabilidad; en segundo lugar, secretariado ejecutivo y, en tercer lugar, ejecutivo para centros de servicio. Respecto a las recomendaciones ofrecidas por la investigación, se sugiere al Consejo Superior de Educación promover un acuerdo que permita trasladar un porcentaje de aquellos presupuestos extraordinarios o superávit no utilizados por los colegios técnicos a los CINDEA interesados en incorporar oferta técnica en su plan modular de estudio.

Starting in 1993, the Higher Education Council agreed on the modular curriculum for youth and adult education, through which the Integrated Centers for Youth and Adult Education, also known as CINDEA, were created. Said modular plan allows offering the technical offer, which allows the training of the student within a technical specialty in a period of three years. However, despite the fact that the CINDEAs are authorized to include the technical offer within their modular study plan, by 2020, of the total of 87 existing institutions in Costa Rica, only ten offer technical specialties, which shows their scarcity presence in the CINDEA modality and the obstacle that this implies for the young and adult populations served from this modality. Therefore, the present final graduation work establishes as the main issue-problem an analysis of the impact, the scope and limits that the procedure for the incorporation of the technical offer in the CINDEA modality supposes, from the procedure established within the “Instructions for the opening of specialties and selection of the option of the curriculum in professional technical colleges and academic colleges with technological orientation (MEP, 2003)” This analysis allows discovering the information necessary to base and prepare a redesign proposal for the incorporation of the technical offer aimed at the administrative management of CINDEA, under which the director of these institutions is allowed to precisely attend to the necessary procedures to ensure the incorporation of a technical specialty endorsed by the Department of Technical Education and Entrepreneurship (DETCE) of the MEP. The redesign of the instructions is executive in nature; Therefore, for the exemplification of its implementation, the educational center CINDEA de Coronado, belonging to circuit 06 of the San José Norte Regional Directorate of Education, was chosen as the research context. Methodologically, the research is qualitative and is developed under the case study model. For the analysis of the instructions, the research takes as its main sources of information the criteria of the national advisers of the Department of Youth and Adult Education (DEPJA), the DETCE, the directors of CINDEA with technical offer and the educational community CINDEA of Coronado; In addition, as a secondary source of information, different documents belonging to said instances were studied. Among the multiple findings obtained through the information sources, the lack of initiative of the director, the little support of the DETCE and the lack of clarity for the adequate attention of the requirements of the instructions itself, are reasons why this instrument cannot be adequately addressed; Furthermore, the lack of adequate infrastructure and budgetary resources are the main causes that cause the small percentage of CINDEA institutions with technical offerings. From the different conclusions obtained, it is worth highlighting that the technical specialties with the greatest presence in the CINDEAs with a technical offer and, therefore, the most feasible to be taught in this modality are, firstly, accounting; second, executive secretariat, and third, executive for service centers. Regarding the recommendations offered by the research, it is suggested that the Higher Council of Education promote an agreement that allows transferring a percentage of those extraordinary budgets not used by technical colleges to the CINDEAs interested in incorporating technical offer in their modular study plan.
