Desarrollo de una Herramienta para Participar en Contratos con el Estado para la Empresa Aguilar del Barco Consultores S.A

Abstract

One of the main sources of work in the engineering sector is comprised by the state. The state takes out to contest different projects through public works contracts. The development of infrastructure is one of the activities where is more participation in tenders and contracts, this is the reason of the creation of a tool for the participation in such competitions. So, the Institutions that are responsible of the country’s infrastructure and the methods to elaborate the offer and monitor the administration were determined. Also the technical aspects of the Armoflex and Con/Span products were verified, because those are the products needed for the contest, and finally the spreadsheets were elaborated to obtain the budgets and the readjustments of each project. To produce the tool, itwas deepened in the study of the laws and the regulations of administrative contracting that were intervening, as well as the legislation with respect to the calculation of readjustments of prices. Also it was determined that the products could be used in hydraulic, vial and geotechnical works. Inside of the explained elements, there were implemented four flowcharts to establish the different processes regarding legal aspects. In addition, there were performed three spreadsheets of the prices for the materials and three for the determination of the readjustments of prices and pay tables. The developed tool has a vital importance, because it ensures an adequate estimation of the economic part of the contract, it sets the contests where the participation is possible according to the technical aspects and it allows realize the proper control of all the process of hiring by the implemented diagrams.
