dc.description.abstractEl AyA es el órgano rector del suministro de agua potable y saneamiento en Costa Rica. Como tal, debe ejecutar proyectos que contribuyan al bienestar y la salud de los costarricenses de una forma eficiente, efectiva y sostenible. Sin embargo, la aplicación de buenas prácticas en gestión de información de proyectos no forma parte de la realidad de la organización e incide arduamente en la toma de decisiones estratégicas en el logro de los objetivos de los proyectos. Esta investigación se realizó con base en información disponible de fuentes primarias y secundarias, aplicación de instrumentos, entrevistas abiertas y cerradas, así como un diagnóstico de la situación actual de la gestión de información de los proyectos, mediante el cual se obtuvo que el 68 % de los entrevistados considera que no existe una adecuada comunicación, entre áreas y personas, referente a la producción de información y permitió realizar el diseño del plan de acción para mejorar la gestión de información de los proyectos, el cual consiste al corto plazo en la implementación de un sistema para la gestión de proyectos, mejoramiento de la gobernabilidad del AyA entorno a proyectos y gestionar el cambio organizacional. No obstante, a un largo plazo el plan propone que dada la información que se generó en el apartado 4.3.1, la organización debe migrar hacia el sistema SAP para poder cubrir todos los requerimientos. Sin embargo, para poder migrar hacia el SAP se debe hacer un levantamiento de requerimientos no solamente en temas de gestión de información de proyectos, sino de todos los procesos adicionales indicados en el Cuadro 4.11, lo cual no forma parte del alcance de esta investigación. Para finalizar a continuación se muestran las principales conclusiones:  A pesar de que existen 27 sistemas en la organización, no existe un sistema automatizado y estandarizado para administrar los proyectos.  En cuanto al Project Portfolio Management (PPM) cubre los requerimientos solicitados en un 71% dejando un 29% de las necesidades que al largo plazo son cubiertas por el SAP.  El sistema SAP cubre todos los requerimientos expuestos por la organización en cuanto a la gestión de información de proyectos, así como la integración de los procesos del giro de negocio del AyA.  Para la elaboración de análisis de brechas la empresa Consulting Group y Ernst & Young, S.A validó los requerimientos del AyA, el primero en relación a los productos del Project Portfolio Management y el segundo con el sistema SAP, adicionalmente ambos realizaron presentaciones a los involucrados de los sistemases
dc.description.abstractThe AyA is the governing body for the supply of drinking water and sanitation in Costa Rica. As such, it must execute projects that contribute to the well-being and health of Costa Ricans in an efficient, effective and sustainable manner. However, the application of good practices in project information management is not part of the reality of the organization and strongly affects the strategic decision making in the achievement of the objectives of the projects. This research was conducted based on information available from primary and secondary sources, application of instruments, open and closed interviews, as well as a diagnosis of the current situation of information management of the projects, through which it was obtained that 68% of the interviewees considers that there is no adequate communication, between areas and people, regarding the production of information and allowed the design of the action plan to improve the information management of the projects, which consists in the short term in the implementation of a system for the management of projects, improvement of the governability of the AyA around projects and managing organizational change. However, in the long term the plan proposes that given the information generated in section 4.3.1, the organization must migrate to the SAP system in order to cover all the requirements. However, in order to migrate to the SAP, a requirement survey must be done not only on project information management issues, but of all the additional processes indicated in Table 4.11, which is not part of the scope of this investigation. To conclude next, the main conclusions are shown:  Although there are 27 systems in the organization, there is no automated and standardized system to manage the projects. xxii  Regarding the Project Portfolio Management (PPM), it covers the requested requirements by 71%, leaving 29% of the long-term needs covered by the SAP.  The SAP system covers all the requirements set forth by the organization regarding the management of project information, as well as the integration of the AyA's business processes.  For the preparation of gap analysis, the Consulting Group and Ernst & Young, SA validated the requirements of the AyA, the first in relation to the products of the Project Portfolio Management and the second with the SAP system, in addition both made presentations to those involved of the systemsen
