Manual de procedimientos en el Área de Gestión Tributaria de la Municipalidad de El Guarco

The purpose to this study was to make a procedure manual of the main functions of the Tax administration department of the Municipality of El Guarco that would allow to find ways of improvements and to standardize those procedures. There weren’t previous studies that allow to understand and to issued a general criteria of the institution. For that reason, it started with an exploratory investigation to know and understand deeply the situation of the municipality, that required to stay in the institution and integrate to the organizational culture. Then, there was necessary to develop a documental investigation, for set an actual statement of the municipality using as a main tool to collect information, the interview, after that it proceeded to do an analysis of that information by the use of the Quintilian Hexameter that allowed to determinate micro recommendations and conclusions of each register procedure. Finally, with all the needed information available, it was made the procedures manual, with a diagram format according to the nature of the functions and to easy understand, following all the law requirements. To finish with the approach of the conclusions and recommendations for the entire institution.
