Manual de procedimientos para el Departamento de Proveeduría de la Municipalidad del Cantón de Dota

Abstract

The reason of the present study was the elaboration of a Manual of Procedures, which will allow to improve all the administrative activities that are carried out in the Department of Procurement of Municipalidad de Dota, and with this increase the efficiency and effectiveness of the procedures, ending in a uniform service with the provision of services to the users of the entity. In the elaboration of the present study, a research was designed with descriptive and exploratory scope, for which a questionnaire was used as the main instrument for data collection, which were transcribed and organized in a table of steps or activities, in addition to its representation in a flow diagram. The analysis was carried out with the use of the Hexameter Quintilian Method, from which the main conclusions and recommendations for each procedure were extracted. The analysis of the data collected resulted in a poor management of internal control and other administrative functions, which leads to the bad actions of administrative procedures, as well as productivity failures, with this inadequate documentation of the data generated in each procedure. Given the above, the preparation of this Manual of Procedures was proposed, which will reduce the deficiencies found. This document will facilitate standardization, effectiveness and efficiency in the execution of activities, increasing the quality of service and productivity.
