Propuesta de marco de gestión para evaluar, orientar y medir la entrega de valor en las inversiones realizadas por el Departamento de Tecnología de la Organización Cliente

Abstract

El Marco para la Gestión de Inversiones, corresponde a un conjunto de prácticas, políticas, criterios y actividades establecidas que definen los aspectos que se deben considerar al realizar la Gestión de Inversiones en términos de los proyectos, activos y servicios de TI. Lo anterior mencionado, emite una serie de consideraciones y prácticas establecidas desde el Gobierno de TI, para definir uniformidad en la evaluación, orientación y supervisión de inversiones de TI según los intereses de los distintos involucrados. Este Marco de Gestión de Inversiones considera las buenas prácticas establecidos por los marcos de referencia de la industria de TI desde la gobernanza, como corresponde a COBIT 5, ITIL e ISO/IEC 38500 y las normas técnicas que rigen para la organización, con el propósito de ajustar su estructura con base en aspectos objetivos y de renombre internacional. Al realizar la propuesta se definen las prácticas y criterios requeridos de acuerdo con el contexto de negocio para la evaluación, orientación y supervisión de las inversiones de TI, lo cual genera el inicio de una nueva estructura y fuente, para entregar resultados al negocio con mayor objetividad, según los criterios de valor acordados. Esto permite justificar el aporte que están realizando las inversiones e iniciar un proceso de madurez para la mejora continua con respecto al retorno de valor. Este proyecto, además responde a una iniciativa de atender aspectos de cumplimiento regulatorio, como parte de las evaluaciones legales a las que se encuentra sujeto la organización.

The Framework for Investment Management corresponds to a set of practices, policies, criteria and established activities that define the aspects that should be considered when conducting Investment Management in terms of IT projects, assets and services. The indicated issues a series of considerations and practices established by the IT Government, to define uniformity in the evaluation, orientation and supervision of IT investments according to the interests of the different stakeholders. This Investment Management Framework considers the good practices established by the IT industry frameworks from governance, as befits COBIT 5, ITIL and ISO / IEC 38500 and the technical standards that govern the organization, with the purpose of to adjust its structure based on objective and internationally renowned aspects. When the proposal is made, the required practices and criteria are defined according to the business context for the evaluation, orientation and supervision of IT investments, which generates the start of a new structure and source, to deliver results to the business with the greatest objectivity, according to the agreed value criteria. This allows us to justify the contribution that the investments are making and to initiate a process of maturity for continuous improvement with respect to the return of value. This project also responds to an initiative to address aspects of regulatory compliance, as part of the legal evaluations to which the organization is subject.
