Certificaciones de legalidad de productos maderables en Costa Rica: una propuesta de servicios profesionales

Abstract

Este trabajo tuvo como objetivo proponer un servicio profesional forestal para certificar la legalidad de los productos maderables en Costa Rica. Para esto se diagramaron los procesos de comercialización de los principales productos de madera en el mercado nacional, en los cuales se identificaron las medidas de control necesarias para rastrear la legalidad y las mismas se validaron por medio de cinco criterios en actividades madereras reales, mediante un muestreo por conveniencia. Además, se cuantificaron los costos asociados a la realización de la certificación y se buscó la figura legal idónea para emitir el servicio profesional. En el diseño se identificaron cinco productos de madera y diez medidas de control con los cuales se trabajó en la propuesta de certificación. Asimismo, se halló que la mayor cantidad de medidas propuestas no fueron válidas, debido principalmente a su inexistencia o su no atinencia. Por su parte, se obtuvo que el costo promedio asociado a la emisión de una certificación es de Ȼ108 850, teniendo como elemento más sensible la distancia de desplazamiento del certificador. Finalmente, se determinó que la figura legal ideal es la de regente forestal, con la Comisión Nacional de Sostenibilidad Forestal (CNSF) como reguladora y acreditadora, no obstante, es necesario promover la normativa que legalice esta práctica y crear un sistema que dé independencia entre el ente certificador y la empresa propietaria del producto certificado. Se concluye que es posible brindar los servicios de certificación de legalidad, a pesar de que se necesitan realizar cambios en el funcionamiento de la empresa maderera nacional.

This work had the objective to propose a forest professional service to certify the timber products legality in Costa Rica. For this, the marketing processes of the main timber products in national market was diagramed, in which the control measures necessary to track legality was identified and then these were validated by five criteria in real timber-market activities, through a convenience sampling. Besides, the costs related with the performing of the certification were quantified and the legal character appropriate to issue the professional service was searched. In the design, five timber products and ten control measures were identified, with which the proposal certification was worked on. Likewise, it was found that the largest number of proposed measures were not valid, mainly due to their absence or non-certainty. On the other hand, it was obtained that the average cost associated with the issuance of a certification is Ȼ108 850, having as a more sensitive element the certifier movement distance. Finally, forest regent was determined like the legal character appropriate, with the National Forestry Sustainability Commission (CNSF by its acronym in Spanish) as regulator and creditor, however, it is necessary to promote the regulations that legalize this practice and create a system that gives independence between the certifying body and the company that owns the certified product. It is concluded that it is possible to provide the services of legality certification, although changes in the operation of the national timber company are needed.
