The present document contains a proposal of a methodological guide for the selection and prioritization of projects developed to the Information Technology Department of the Ministry of Public Works and Transport (MOPT for its acronym in Spanish), which is the institution who provides support to the Minister of Transport and Infrastructure in Costa Rica. This document proposes a methodological guide for the selection and prioritization of the projects developed by the IT Department, will help in identifying all those projects, within a multitude of initiatives that maximize the benefit from a perspective of accomplishing the strategic objectives and improve the organizational management, including this last one benefits such as: cycle times reduction in processes or procedures, decreasing of waiting times, re-processes time reduction, complaints less, and others. To achieve the proposal development, we come up with the use of the project portfolio management model, developed by Bible and Bivins (2011), which is used as the main support for the proposed process. Likewise, the proposal includes the selection of criteria to be used in the pre filter phase, filter and selection activities. These criteria make it easier for decision-makers to identify those proposals that will bring greater benefits to the organization, as well as increasing the chances of success during the project development. Likewise, the proposal includes the use of models and tools for the collection, analysis and registration of the information recommended by the good practices of the project management's portfolio, such as hierarchical analytical process, comparison by parts or sections, linear programming model and the use of forms to conserve information. This last one has been considered important to support and demonstrate the decision making process linked to the technique, facing the inspecting organizations. All these elements together gave shape to the proposed methodological guide. Finally, it is important to mention that implementing the proposal would bring important benefits to the organization, facilitating and supporting decision-making process, documenting the evidence and justifying the use of public resources face to country's population and other organizations.
