Abstract
Este proyecto final de graduación atendió una problemática de la Oficina de Ingeniería (OI) del Instituto Tecnológico de Costa Rica (TEC), responsable de ejecutar las obras de infraestructura mediante proyectos. El objetivo general consistió en elaborar una propuesta para la gestión de proyectos de infraestructura en la Oficina de Ingeniería del TEC, basada en la aplicación de buenas prácticas, que contribuya con el cumplimiento de los tiempos de ejecución. Se utilizó una metodología de tipo cualitativa con enfoque aplicado. Se emplearon técnicas de investigación de campo: entrevistas semiestructuradas a profesional de la OI y externos, encuestas a especialistas de universidades públicas de Costa Rica y el INA; y revisión documental de expedientes de proyectos y bibliografía (expedientes administrativos de proyectos (2017–2024) y bibliografía técnica: PMBOK®, ISO 19650, GIPIAC, metodología BIM, Normas ISO 19650 21500, Línea base de competencias individuales IPMA–ICB4, legislación y normativa costarricense. La información se procesó mediante la triangulación y el análisis detallado, así como el juicio de experto. Los resultados evidenciaron brechas de estandarización: variabilidad en la cobertura por el grupo de procesos del proyecto (inicio, planificación, ejecución, monitoreo y control y cierre), gestión documental no uniforme (formatos, aprobaciones, especialmente en riesgos y cambios) y escasa integración de plataformas colaborativas. Como respuesta, se propuso una guía de gestión que incluye procesos y roles (RACI) por fase, indicadores de desempeño (KPI) y plantillas estandarizadas para todos los grupos de procesos del proyecto. La propuesta se complementó con una estrategia de implementación por etapas (preparación, piloto y ejecución) y mecanismos de mejora continua. La guía atiende las brechas identificadas y se considera viable bajo el marco normativo vigente (contratación pública y SNIP). Se recomienda realizar un piloto institucional y evaluar el impacto, así como la adopción de un entorno de datos común (CDE), conforme a la ISO 19650.
Abstract This master’s capstone project addressed a problem in the Office of Engineering (OI) at the Costa Rican Institute of Technology (TEC), which is responsible for executing infrastructure works through projects. The overarching objective was to develop a proposal for managing infrastructure projects in TEC’s OI, grounded in recognized good practices, to help meet planned execution timelines. A qualitative, applied research design was used. Field techniques included semi-structured interviews with OI professionals and external practitioners, surveys of specialists from Costa Rica’s public universities and the National Training Institute (INA), and a documentary review of project files and technical literature (administrative project records, 2017–2024; and sources such as PMBOK®, ISO 19650, GIPIAC, BIM methodology, ISO 19650–21500 standards, the IPMA ICB4 Individual Competence Baseline, and Costa Rican legislation and regulations). Data were processed through triangulation, in-depth analysis, and expert judgment. Findings revealed standardization gaps: variability in coverage across the project process groups (initiating, planning, executing, monitoring and controlling, and closing); non-uniform document management (formats, approvals—especially for risks and changes); and limited integration of collaborative platforms. In response, a management guide was proposed that includes phase-specific processes and roles (RACI), performance indicators (KPIs), and standardized templates for all project process groups. The proposal is complemented by a staged implementation strategy (preparation, pilot, and roll-out) and mechanisms for continuous improvement. The guide addresses the identified gaps and is considered feasible within the current regulatory framework (public procurement and SNIP). It is recommended to run an institutional pilot and evaluate its impact, as well as adopt a Common Data Environment (CDE) in accordance with ISO 19650.
