Abstract
RTN es una agencia de publicidad estatal, que maneja diversos proyectos de comunicación
para clientes, quienes mayormente son instituciones estatales. Esta agencia presenta un problema
de insatisfacción de clientes, debido a los resultados de sus proyectos, mismos que gestiona de
forma empírica. Es por esto que el presente TFG tiene como objetivo fortalecer la gestión de
proyectos en la agencia RTN publicidad, mediante la determinación de las necesidades de la
organización y aplicación de buenas prácticas para la administración de los proyectos.
Para lograrlo se lleva a cabo una investigación cualitativa, analizando los proyectos que
ejecuta RTN, sus prácticas actuales, el equipo humano involucrado en los proyectos, y algunos
marcos de buenas prácticas existentes de los que sea posible tomar aplicaciones para la gestión de
RTN. De esta investigación se logra determinar que no existe una cultura de trabajo de proyectos
en la agencia, ni conocimiento apropiado del tema por parte de sus gestores, y por ende tampoco
existen ni herramientas ni establecimiento de buenas prácticas para ello.
Como propuesta se desarrolla un marco de trabajo basado en principios ágiles, mediante
un flujo de proceso de trabajo adecuado para la agencia, propuesta de buenas prácticas aplicables
a RTN y la propuesta de herramientas de trabajo que hacen posible la ejecución de dicho marco
de trabajo. Además, se propone un plan de implementación acorde a las posibilidades y
necesidades de la organización.
Finalmente, se obtiene como principal conclusión, que por la índole de los proyectos es
posible tratarlos como de tipo adaptativo y con ello trabajarlos por medio de metodologías ágiles.
De la misma manera, se recomienda la aprobación y puesta en marcha de la propuesta en el corto
plazo.
RTN is a State Advertising Agency, which manages various advertising projects for clients, who are mostly State Institutions. This agency presents the problem that it handles projects empirically, which has impacted customer satisfaction. Is because of such situation that this TFG aims to strengthen project management in RTN, this through determining the actual organization’s needs and applying good practices for project management. To achieve this, qualitative research is carried out, analyzing the projects that RTN executes, its current practices, the human team involved in such projects, and some existing good practice frameworks from which it could be possible to extract value for RTN management. From this research it is possible to determine that currently there’s no Project Management culture in the agency, nor appropriate knowledge of the subject from the management team, and therefore there are neither tools nor establishment of good practices for it. As a proposal, a framework that combines aspects of predictive and Agile methodologies is developed, using an appropriate process workflow for the agency, a proposal of good practices applicable to RTN and the development of tools that make the execution of said work possible. In addition, an implementation plan is proposed according to the organization’s possibilities and needs. Finally, as a main conclusion obtained, it is stated that due to the nature of RTN’s projects, it is possible to treat them as adaptative and thus work on them using agile methodologies. In the same angle, the approval and implementation of this proposal in the short term is recommended to the agency.
