Abstract
La Agencia para el Desarrollo Económico de la Zona Norte (ADEZN), conformada
por una junta directiva y sus asociados de la región Huetar Norte (Upala, Guatuso, Los
Chiles, San Carlos, Sarapiquí y Río Cuarto), se mantiene en un constante crecimiento,
buscando beneficios para la región y un desarrollo económico que beneficie a todos
habitantes del territorio. Es por esto que en el año 2020 se presentó un plan estratégico con
un horizonte de cinco años.
Para cumplir con los objetivos del plan estratégico, es necesario disponer de un plan
táctico que contribuya con la operacionalización de los ejes estratégicos ya formulados
(competitividad productiva, clima de inversión y gobernanza). Por lo tanto, se plantea como
problema de investigación la evaluación de cuales elementos debe contener el plan táctico
para ADEZN con el fin de buscar la implementación óptima del plan estratégico existente.
El objetivo principal del presente proyecto es contribuir con la gestión de la Agencia
para el Desarrollo Económico de la Zona Norte por medio de la formulación de los planes
tácticos para los ejes estratégicos del plan de largo plazo de la organización. Desarrollando
así estos mismos a través de una metodología que recolecta información empresarial
interna y externa de la agencia a través de la implementación de entrevistas
semiestructuradas y talleres de discusión, para formular los objetivos específicos e
iniciativas/proyectos para los ejes estratégicos de competitividad productiva, clima de
inversión y gobernanza.
Por lo tanto, se obtienen resultados que determinan como el plan estratégico se
ajusta a las necesidades actuales de la agencia, lo cual lo fundamenta como una base
sólida para el desarrollo del plan táctico planteado y como estos proyectos e iniciativas ya
planteados son ideas fundamentales para el desarrollo de la agencia como tal.
The Economic Development Agency of the North Region (ADEZN) is formed by a directive board and its associates from the Huetar Norte region (Upala, Guatuso, Los Chiles, San Carlos, Sarapiquí y Río Cuarto). It keeps on a constant development looking for benefits for the region and an Economic development which brings a good place for the people in the zone. This is why in the year 2020 was presented a strategic plan with a horizon of five years through. To achieve the objectives in the strategic plan, is necessary to have a tactic plan that brings help with the operative of the strategic axles already formulated (productive competitiveness, investment climate and governance). Therefore, the formulation of the research problem is based on the evaluation of which elements must be in the tactic plan for ADEZN with the main objective of looking for the optimum implementation of the existing strategic plan. The main objective of the project is to contribute with the Economic Development Agency of the North Region gestion through the formulation of tactic plans for the strategic axles in a long term in the organization. Developing these through a methodology that collects intern and extern business information of the agency trough the implementation of semi-structured interviews and focus groups, to formulate specific objectives and initiatives/projects for the main topics that are productive competitiveness, investment climate and governance. Finally, the results show how the strategic plan adjusts to the actual needs of the agency, which are grounded as a solid base for the development of the tactic plan and how these projects and initiatives that are already created, are fundamental ideas for the development of the agency as such.
